I really wish there was a 100 hour practical course on web hacking that was actually high quality.

I mean something that covers everything that's covered in the WAHH and SANS and eLearn Security web hacking courses all in one, but high quality like WAHH and SANS and not like elearn but covering everything and not expensive. I mean like a course that was the only course you will ever need to get the basics of web hacking complete with Kali Linux tools.

The closest thing to it on Udemy is the InfoSec Techs courses but they are terrible teachers.

Seriously, someone needs to do this. Who wouldn't pay for an insanely long course on nothing but pure web hacking.

Don't you agree? Shouldn't someone do this?

Long hours doesnt equal quality. What's important is making the knowledge stick, so you'll remember it. Honestly a 100 hour course would make me fall asleep. What you should focus on is taking notes on the course; and then directly after the course you need to get out there and put this knowledge into practise.

If you never practise your knowledge in a real-life scenario you won't remember it. You need to check out wargamws, challenges and CTF. I recommend places like Nebula and hackthebox.eu. See my thread for more info: https://greysec.net/showthread.php?tid=39

Does that mean I should take more than one hacking course per area of hacking long term once I am ready to start hacking? Once I am ready for web hacking, what is a good list of web hacking courses and/or books to learn to go from beginner to advanced?

IMO probably best to stick to one course at a time. Good book for learning web hacking is "Web applications Handbook". Books will only get you so far, to become "Advanced" as you say you need practise. Do these war games and challenges I mentioned. Do bug bounties etc.

Set up your own hacking lab with stuff like DWVA (Damn Vulnerable Web Application) and hack yourself.
