2021 Update - Revamp of rules and more...

Hello members! Making some changes.

• Re-written our rules. See the new rules here: https://greysec.net/misc.php?action=help&hid=8
  
  There's not really any major changes. I've changed a bit regarding bumping of threads and removed a part of the rules that allows staff to "break rules". We are all equal before the rule-book!  The real big changes is that I've re-written everything to be understood easier. Fixed old grammatical errors and made things more clear and less ambiguous.
  
  
• Added thread prefixes when making threads. So we can divide some topics better, without creating new sections. See picture below as an example:

• Removed .NET subsection under "General Programming". Merged into "General Programming" due to lack of activity and threads.
